9 Expectations For New DCEs Of Buluk

Hon. David Amoabil Afoko, DCE for Builsa North district.
Buluk needs development. Lots of it too. And a leader with a vision that aligns with the development needs of the people will be a great boost to achieving this feat. It is common knowledge that other districts the age of Buluk have moved several steps ahead of Buluk in terms of development.

For the Buluk community to catch up with other communities and do better in the race for development, good and focused leadership is paramount.

Buluk will need leaders with a vision for development, especially, the political leaders.

1. Continuity: All projects started by the previous DCEs should be re-evaluated and the feasible ones completed first before embarking on new projects. Even if new projects have to be started for other purposes, uncompleted and abandoned projects should be continued. The Sandema Senior High School (SanSec) uncompleted girls dormitory and the Fumbisi teachers' quarters should be considered too.

2. Town Planning: Everything must change. A comprehensive development plan is needed to clear the already messy situation in our major towns. I expect the new DCEs to consult widely and make their intentions for Buluk clear so citizens can buy into them and also track the progress of work. The status quo cannot remain. We need to plan very well for today and the future, taking into consideration our meager resources. Gutters and roads must be constructed to withstand the test of time. We also need to start constructing closed drains.

3. Prioritization: Roads must be placed high on the development agenda, especially our major roads. Motorable roads to cart farm produce to market centers and for business purposes generally are a necessity. Aside from that, they open our districts to investors. We need to also invest more in our district capitals so they can serve as bait to attract investors to other parts of Buluk. We should, however, not take our eyes off the pressing issues that need immediate attention.

4. Business Development: Currently, the Bulsa Community Bank (BUCOBANK) is the only financial institution in the whole of Bulsa North district. It has always been the view of some concerned Bulsa that other financial institutions willing to invest in Buluk are always chased away by the district assembly in connivance with the BUCOBANK so they (BUCOBANK) can continue to enjoy monopoly and rake in more profit. This is highly unacceptable if it is indeed true. More banks and other businesses for that matter can help reduce our unemployment situation. There will also be a healthy competition and improved customer service. More banks must be encouraged to invest in the district capitals.

5. Modern markets: These are the income-generating centers for the district assemblies and must be of priority to all DCEs. Town roads must be constructed or reconstructed to befit their name. Market structures are also needed. The lorry stations are currently in a sorry state, especially during rainy seasons. They need to be relocated to more spacious and flood-free areas to allow for expansion.

6. Recreation: "The devil finds work for the idle hand." Currently, there are no recreational facilities for the youth. The only football stadium built by the Acheampong regime at Sandema is collapsing with each passing day. If gutters need to be constructed, they should be done with the future in mind. Buluk has great sports talents that are still waiting to be tapped. Sports facilities will help groom these talents for the country.

7. Leadership: “Nandub yeng kan tiag bogta”  is a popular saying in Buluk. Unity is key to the development of Buluk. Buluk needs leaders who will make their development issues their priority. As the new political leaders of Buluk, you must reach out to people who matter in Buluk's development and get them to support your development agenda. We have already had enough of the NPP - NDC crap. We already have enough of amateur political contractors who know nothing about construction. Rely on competence and not political affiliation. You must always remember, Buluk first! A leader's success depends on how he or she gets people to buy into their agenda.

8. Youth engagement: For any developmental program to succeed, the youth must be involved. Buluk has a youthful population. This should be a great asset to your administration. Engage and involve the youth in your development plan. Development is now driven by Information Communication Technology the world over and Buluk must not be an exception. ICT centers should be built to train interested youth. Idle youth on our streets should be assisted to either go back to school or venture into business. Those with requisite qualifications should also be assisted to get employment.

9. Education is key: Buluk currently has about five senior high schools. That number is more than enough to deserve a tertiary institution. At least, a teacher training or nurses training college will do for now while dreaming of a university in the not-too-distant future. We can’t continue to “ship” our students out for tertiary education. Most of these students don’t return to the district after completion. Buluk tends to lose from this practice. If you are able to collectively lobby for even one tertiary institution, it will be much appreciated. You should come together and do this one single thing for Buluk. You would have left a huge legacy for Buluk if you are able to achieve this very important goal.

Congratulations on your nominations and subsequent endorsements by assembly members. There is no time for a honeymoon. Get to work immediately help us out of our current state of underdevelopment and deprivation. We hope you will not disappoint us. We pray for you to succeed. May God bless you and your administration.

NOTE: Buluk is one, although administratively divided. You should work together for the betterment of Buluk and not for personal aggrandizement. And, remember, our eyes are wide open and any malfeasance we detect will be brought to the attention of all citizens.

  1. Nothing can be important than these nine things you highlighted. The question however is, are our leaders interested in pursuing ventures that won't result in them earning votes at the next election? The typical politician looks at the next election. If we have statesmen at the helm of affairs, these will materialize. Better still, when the youth mobilize with one vision, we can make these demands.

    1. Thanks bro. We need a youth group to help push the development agenda our community. The problem is that, nobody wants to be tagged with politics although most of these people still run after politicians for pittance. They are afraid of losing their source of freebies during elections.
